Proposition H: Chula Vista Utility Users Tax Increase | November 2, 2010
The City of Chula Vista is proposing a ballot initiative on the November 2, 2010 ballot that, if approved, would expand its 5% Telecommunications Tax (part of the City's Utility Users' Tax or UUT).
The purpose of the measure is to allow the City to collect tax dollars on a broad range of telecommunication services currently not covered by the existing ordinance.
It would be extended by taxing interstate and international telecommunications services, as opposed to only intrastate telecommunications, and expanding the definition of telecommunications services to include:
- Wireless communications (Such as Mobile Phones)
- Text Messaging
- Prepaid/Postpaid telecommunications
- Private communication services (T-1 lines)
- Paging
- VoIP
- Toll free numbers (1 (800)s)
Chula Vista Civic Association has reviewed the measure and has determined that the proposed Utility Users' Tax increase/modernization will have unintended adverse consequences on local economy, business, and families. Chula Vista Civic Association Board of Directors, Staff, and membership has made the following findings:
Key findings:
- It is not revenue neutral in modernization language; is a tax increase
- Misleading in that the language states that there is no increase when in deed, new tax dollars would be collected
- Would place Chula Vista at a economic competitive disadvantage
- Would place further strain on already struggling working families
- Would place further strain on already struggling and defecting businesses
- Budgetary and spending reforms remain undone
